      四、竞赛项目

      六、竞赛办法

      (一)按照中国田径协会最新竞赛规则和本届赛事活动竞赛规程执行。

      (二)比赛检录

      1、检录时间:8:15-9:15;

      2、检录凭证:赛事号码布,请正确佩戴在胸前,不得遮挡或折叠号码布;

      3、检录及集结:按竞赛项目分区域集结;

      4、如未正确佩戴号码布或未按要求在对应区域检录,裁判有权拒绝参赛选手入场。

      (三)起跑顺序:全程项目、迷你项目。

      (四)发令:本次比赛采用一枪发令同时起跑的办法。

      (五)计时办法

      1、比赛采用感应计时,感应计时芯片将在参赛选手通过起点线开始计时,参赛选手须佩戴组委会提供的一次性计时芯片参赛方为有效;

      2、在起终点、赛道沿途各计时点均设有感应地毯,选手在比赛过程中必须依次通过所有计时点,如在关门时间内缺少任何一个计时点的记录,将没有完赛成绩;

      (六)关门距离和时间

      为保证竞赛安全,减少对公园出行的影响,赛道沿途将设置多个关门时间,并对社会交通实行分时管制。在关门时间内,未跑完对应距离的参赛选手须立即停止比赛,退出赛道,以免发生危险。被关门的参赛选手可搭乘组委会援助车抵达终点。否则,由此引发的一切后果将由该名参赛选手自行承担。

      关门时间按自然时间计算,具体见下表:

      (七)存取包

      1、服务时间:

      (1)存包:8:15-9:15

      (2)取包:10:00-11:30

      (逾期不领者,组委会将按无人领取处理)

      2、本届赛事为所有跑步选手提供存取包服务。

      3、注意事项:参赛选手在起点指定区域按号段寄存衣物,到达终点后,凭号码布到对应号段区域领取本人衣物。组委会强烈建议不要寄存贵重物品和易碎物品(如手机、有效证件、现金、信用卡、各种钥匙、ipad等),若发生损坏或遗失,由参赛选手本人承担。

      (八)饮水、用水、饮料、能量补给站点

        

      (九)卫生间与环境保护

      1、组委会在起终点、比赛路线沿途设置移动卫生间;

      2、为保护环境,参赛选手在参赛期间不得随地便溺;应尽量将垃圾投入组委会设置的垃圾池内,不得随意丢弃。

      (十)医疗救护

      1、比赛起终点、赛道沿途均设固定医疗点;

      2、赛道沿途配备携带AED的流动医疗救护人员和医用车辆;

      3、赛道沿途配备医疗服务志愿者,协助医疗救护、维护比赛秩序,参赛选手可随时向他们寻求帮助;

      4、在比赛中,若参赛选手丧失意识,则自动委托组委会急救人员采取一切手段进行急救,包括但不限于CPR心肺复苏,AED体外除颤,租用车辆或航空器进行快速转运。由此产生的法律和经济责任,均由选手本人承担,与组委会无关;

      5、为了保障参赛选手的生命安全,赛事裁判和经组委会授权的工作人员对明显不能继续进行比赛的参赛选手,有权终止其比赛。如果参赛选手仍继续坚持比赛,产生的一切责任和后果,由选手本人承担;

      (十一)有关竞赛的其他具体要求和安排,请关注主办方赛事官网和赛事公众号后续信息发布。

       

      七、参赛办法

      (一)年龄要求

      1、8.5公里马拉松项目:建议6-65岁人员参加

      2、迷你马拉松项目:建议10岁以下孩子及其家长参加;

      3、注意事项

      所有参赛选手须签署参赛免责声明。18岁以下未成年人参赛,须其监护人或法定代理人签署参赛免责声明。

      为保证参赛安全,组委会不建议3周岁及以下或者65周岁及以上的人参加。如需参加,请65周岁及以上须提供1年内的体检报告(含心电图检查)。若提供虚假信息,责任由报名者自行承担。

      (二)身体要求

      本次活动是一项长距离、大负荷、高强度的竞技运动,也是一项高风险的竞技项目,对参赛选手身体状况有较高的要求。参赛选手应定期体检,并结合1年内体检报告进行自我评估,确认自己的身体状况适合马拉松运动后方可报名参赛。

      有以下身体状况者禁止报名参赛:

      1、先天性心脏病和风湿性心脏病;

      2、高血压和脑血管疾病;

      3、心肌炎和其它心脏病;

      4、冠状动脉病和严重心律不齐;

      5、血糖过高或过低的糖尿病;

      6、比赛日前2周患感冒;

      7、赛前大量饮酒或睡眠不足者;

      8、患有感染性疾病未痊愈者;

      9、妊娠期孕妇;

      10、其它不适合运动的疾病。

      有以下疾病状况,属猝死高危险人群,请咨询医师专业的判断,请勿勉强参赛:

      参照中国田径协会《关于残疾人选手参加全国马拉松及相关运动赛事的通知》执行:(三) 残疾人选手参赛

      1、由于赛道容量限制,不允许竞速轮椅选手参赛;     

      2、非竞速轮椅选手须在组委会指定的区域检录、集结,其它残疾人选手按项目分区检录、集结;

      3、在比赛过程中,为保障所有选手安全,视力障碍选手须有陪跑者全程伴跑,建议其他残疾人选手也邀请陪跑者一同参赛。

      (四)禁止报名参赛选手

      1、因违反田径竞赛规则和相关赛事规程,被中国田径协会处以禁赛处罚的选手;

      2、因违反由组委会及运营单位所承办的各项赛事有关规程,被组委会处以禁赛处罚的选手。

       

      八、报名办法

      (一)报名时间

      即日 - 2023年11月05日24点(报满即止)。

      (二)报名渠道

      公众号:官方公众号;

      (三)报名费

      1、8.5公里马拉松:129元/人;

      2、迷你马拉松:129元/人;

      3、报名成功后,将不可更改参赛项目,且报名费不予返还。

      4、本校在读学生及其家人报名成功后,可由该学生在校领取自己及家人的长跑物资包,非本校在读学生及其家人报名成功后,可于11月9日-10日10:00-20:00到渝北区光环购物中心B1层VIP中心领取(具体详情请咨询17880266200)。本次长跑物资包包含运动背包1个,定制T恤1件,号码簿及计时芯片。

       

      九、名次录取与奖励办法

      (一)8.5公里组名次奖

      根据赛事净计时成绩录取成人组(比赛当年年满18周岁)男女前三名。

        

      根据赛事净计时成绩录取青少年组(比赛当年18周岁以内)男女前三名。

      (二)迷你组不设奖项 

      (三)领奖办法

        进行现场领奖

      (四)在关门时间内完赛的选手,可凭号码布在终点处领取完赛奖牌。选手在赛后可登录赛事官网和官方公众号进行成绩证书的查询和下载。

       

      十、处罚办法

      组委会将对起点、比赛线路、终点进行录像监控。

      (一)参赛选手出现冒名顶替(替跑)参赛的、蹭跑的、弄虚作假以谋求赛事名次奖金等情况的,一名运动员同时携带两枚及以上芯片参赛的(两个传感器在计时点的成绩误差小于0.1 秒),伪造号码布参赛的,多人交替接力跑的,赛事组委会将给予以下处罚:

      (1)取消所有相关违规者在本届比赛中所获的成绩和名次;

      (2)在赛事网站和公众号上公布处罚结果;

      由于以上违规行为所造成的一切后果均由违规者自行承担,对赛事造成不良影响的,组委会还将依法追究其法律责任。

      (二)在比赛期间出现下列问题之一,由组委会视情节轻重分别给予参赛选手取消比赛资格及成绩、暂停比赛、禁赛1-2年及终身禁赛等处罚:

      1、以虚假年龄、虚假身份报名获得参赛资格的;

      2、隐瞒身体疾病的;

      3、私自涂改、遮挡和未按要求佩戴号码布的;

      4、不按规定的起跑顺序及在非指定区域起跑的;

      5、起跑抢跑的;

      6、超过关门时间后不停止比赛或退出比赛后又进入赛道的;

      7、未沿规定路线跑完比赛全程,绕近道、途中插入或乘交通工具参加比赛的;

      8、比赛中采用挤人、推人、撞人、绊人等犯规行为的;

      9、重复通过终点领取完赛物品的;

      10、未跑完全程私自通过终点领取完赛物品的;

      11、伪造号码布、利用非本届赛事号码布通过终点领取完赛物品的;

      12、不服从赛事工作人员指挥的;

      13、比赛期间谩骂、干扰赛事,聚众闹事、打架斗殴的;

      14、出现不文明行为的(如随地便溺、乱扔垃圾等);

      15、违反其他规则规定和体育道德的行为;

       

      十一、保险

      (一)本届比赛为所有参赛选手和工作人员提供保险,保单以报名信息为准,信息有误导致无法投保的,比赛中发生的后果责任自负。替跑、蹭跑、倒卖以及使用非本届赛事号码布的违规者均无法获得保险资格;

      (二)组委会为参赛选手提供个人意外险。但由于自身疾病原因、身体原因所引起的不良后果,不属于意外伤害保险承保范围;由此产生的一切法律责任及后果均由选手自行承担;

      (三)组委会在比赛期间为参赛选手提供免费现场医疗援助,但在医院救治过程中,因选手个人身体原因引起的非赛事相关的医疗救治,所产生的相关费用,由参赛选手先自行与医院结算,然后与保险公司协商按程序理赔;

      (四)选手在比赛过程中因服用兴奋剂或其它违禁药品,造成人身伤害或死亡的,由此产生的一切法律责任及后果均由选手自行承担,组委会概不负责。

       

      十二、抗议与申诉

      按照中国田径协会审定的最新《田径竞赛规则》、《中国境内马拉松及相关运动赛事管理办法》、《中国境内马拉松及相关运动赛事组织标准》及《2023哈罗重庆慈善环湖跑竞赛规程》相关条款执行。

       

      十三、特别说明

      (一)如遇洪水、暴雨、地震、疫情等因素导致的不可抗力使比赛无法进行,组委会有权延期或取消比赛;

      (二)除组委会指定的赞助商外,“2023哈罗重庆慈善环湖跑竞赛规程”赛道全程严禁出现任何形式的带有商业宣传性质的宣传物,包括但不限于旗帜、条幅、气球、模型等物品。一经发现,所涉物品将被没收,情节严重者将被取消参赛资格;

      (三)本届赛事路线、饮水站、厕所等设置不适宜轮滑、携带宠物及其他特殊人群的参与,为充分保护您的人身安全,组委会有权终止上述人群的参赛资格。

      Time: November 11, 2023 (Saturday) 9:30 am

      Location: Mingyue Lake, Liangjiang New Area, Chongqing

      4. Competition items

      (1) Long Ducker (8.5KM): 400 people;

      (2) Mini Ducker (3KM): 400 people;

      The total scale is 800 people.

       

      5. Competition route (one round along the lake, subject to the final measured route)

      6. Competition Methods

      (1) Comply with the latest competition rules of the Chinese Athletics Association and the competition regulations of this event.

      (2) Competition inspection

      1. Registration time: 8:15-9:15am

      2. Registration proof: event number sticker, please wear it correctly on your chest and do not cover or fold the running number.

      3. Registration and assembly: Assemble in regions according to competition events.

      4. If the number sticker is not worn correctly or the check-in is not carried out in the corresponding area as required, the referee has the right to refuse entry to the contestants.

      (3) Starting order: Long DuckerMini Ducker

      (4) Long Ducker and Mini Ducker will start with one shot.

      (5) Timing method

      1. The competition uses induction timing. The induction timing chip will start timing when the runners pass the starting line. Contestants must wear a disposable timing chip provided by the organiser to be valid.

      2. There are timing carpets at the starting point, finishing points and some points along the track. Contestants must pass all carpets in sequence during the competition. If runners miss any timing carpets, there will be no finishing result.

      (6) Closing distance and time

      To ensure the safety of the event, multiple closing time will be set along the track. During closing time, contestants who have not completed the corresponding distance must stop the race immediately and exit the track to avoid danger. Contestants who are not completed before the closing time can take the vehicle offered by the organiser to reach the finish line. Otherwise, all consequences arising therefrom will be borne by the contestant himself/herself.

      Closing time is calculated based on natural time, see the table below for details:

      (7) Access package

      1. Service time:

      (1) Bag storage: 08:15am-09:15am

      (2) Bag claim: 10:00am-11:30am

      (If you didn’t claim your bag on time, the organiser will treat it as unclaimed)

      2. This event provides bag storage and claim services for all runners.

      3. Note: Contestants must store their bags according to their running number in the designated area at the starting point. After arriving at the finish line, they can claim their bags in the corresponding area with their number stickers. The organiser strongly recommends not to store valuables and fragile items (such as mobile phones, valid documents, cash, credit cards, keys, iPads, etc.). If any damage or loss occurs, the contestants will be responsible for it.

      (8) Drinking water, beverages, and energy supply stations

      (9) Toilets and environmental protection 

      1. There will be mobile restrooms at the starting and finishing points and along the competition route.

      2. To protect the environment, contestants are not allowed to defecate at random place; they should put garbage into the bin.

      (10) Medical rescue

      1. There will be medical support points at the starting and finishing points and along the competition route.

      2. There will be mobile medical rescue, AED equipment and ambulances along the competition route.

      3. There will be medical service volunteers along the track to assist in medical rescue and maintain the order of the competition. Contestants can seek help from them at any time.

      4. During the competition, if a contestant loses consciousness, the emergency crew offered by the organiser will be automatically entrusted to take all means to provide first aid, including but not limited to CPR cardiopulmonary resuscitation, AED external defibrillation, and renting a vehicle or aircraft for transport. The resulting legal and financial responsibilities shall be borne by the contestant himself/herself and have nothing to do with the organiser.

      5. To ensure the safety of contestants, event referees and staff authorised by the organiser have the right to terminate the contest for contestants who are obviously unable to continue the competition. If a contestant continues to compete, all responsibilities and consequences shall be borne by the contestant himself/herself.

      (11) For other specific requirements and arrangements for the event, please pay attention to the organiser’s official event website and event official account for subsequent information release.

       

      7. Participation Methods

      (1) Age requirements

      1. Long Ducker (8.5KM): Suggest the person who is between 6 and 65-year-old.

      2. Mini Ducker (3KM): Suggest the child who is under 10-year-old and their family members.

      3. Notice

      All contestants must sign a disclaimer. Minors under the age of 18 must sign a disclaimer from their guardian or legal representative.

      To ensure the safety of the competition, organiser does not recommend that person who is 3-year-old or under and who is 65-year-old or above register the competition. If you really want to register, please provide a physical examination report (including electrocardiogram examination) within one year. If false information is provided, the applicant shall be solely responsible.

      (2) Physical requirements

      This event is a long-distance, heavy-load, and high-intensity sport. It is also a high-risk competitive event and has high requirements on the physical condition of the contestants. They should undergo regular physical examinations and conduct self-assessments based on the physical examination report within one year to confirm that their physical condition is suitable for running before they can register for the competition.

      Those with the following physical conditions are prohibited from registering for the event:

      1. Congenital heart disease and rheumatic heart disease

      2. Hypertension and cerebrovascular disease

      3. Myocarditis and other heart diseases

      4. Coronary artery disease and severe arrhythmia

      5. Diabetes in which blood sugar is too high or too low

      6. Caught a cold 2 weeks before the competition day

      7. Those who drink a lot or don’t get enough sleep before the game

      8. Those who have not recovered from infectious diseases

      9. Pregnant women

      10. Other diseases that are not suitable for exercise.

      People with the following medical conditions are at high risk of sudden death. Please consult a doctor for professional judgment and do not force participation:

             (3) Disabled athletes participating

      Implemented with reference to the Chinese Athletics Association's "Notice on Disabled Athletes Participating in National Marathons and Related Sports Events":

      1. Due to the capacity limit of the track, wheelchair racing athletes are not allowed to participate.

      2. Non-racing wheelchair athletes must check in and assemble in the area designated by the organiser, and other disabled athletes must check in and assemble according to the event area.

      3. During the competition, to ensure the safety of all runners, visually impaired runners must be accompanied by a runner throughout the race. It is recommended that other disabled runners also invite runners to participate.

      (4) Contestants prohibited from registering for competition

      1. Athletes who have been banned from competition by the Chinese Athletics Association for violating track and field competition rules and relevant event regulations.

      2. Players who have been banned by the organiser for violating the relevant regulations of various events hosted by the organiser and operating units.

       

      8. Registration method

      (1) Registration time

      Today – 24.00pm, 05 November 2023

      (2) Registration channels

      (3) Registration fee

      1. 8.5km marathon: 129RMB/person

      2. Mini marathon: 129RMB/person

      3. After successful registration, the project cannot be changed,and the registration fee will not be refunded.

      4. Current students can collect their own and their family's running supplies packages on from school after successful registration, while other participants can pick up it at B1 VIP Centre the Ring from 09/11 to 10/11 from 10:00 to 20:00 after successful registration (for more details, please contact 178 8026 6200). The package includes a sports bag, a customised T-shirt, number ticket and timing chip.

       

      9. Ranking Admission and Reward Methods

      (1) Ranking Award for Long Ducker Group (8.5KM)

      Based on the net time, the first three male adults and female adults (who is 18-year-old and above).

            

            Based on the net time, the first three male minors and female minors (who is under 18-year-old). 

          (2) There are no prizes for Mini Ducker 

      (3) Methods for receiving prizes

        Receive awards on-site

      (4) Contestants who finish the race within the closing time can receive the finisher medal at the finish line with their number sticker. After the event, contestants can log in to the official event website or official WeChat account to inquire and download the result certificate.

       

      10. Punishment measures

      The orgniser will conduct video surveillance of the starting point, competition route, and finish line.

      (1) If a contestant appears to be an impostor (substitute), runs a sloppy race, or commits fraud to obtain event ranking bonuses, etc., an athlete may compete with two or more chips at the same time (the results of the two sensors at the timing point) The error is less than 0.1 seconds), who forges bib numbers to compete, or multiple people run in alternating relays, the event organiser will impose the following penalties:

      (1) The results and rankings obtained by all relevant violators in this competition will be cancelled.

      (2) Announce the penalty results on the event website and official account.

      All consequences caused by the above violations shall be borne by the violators themselves. If there is any adverse impact on the event, the orgniser will also pursue their legal liability in accordance with the law.

      (2) If one of the following problems occurs during the competition, the orgniser will impose penalties such as cancellation of competition qualifications and results, suspension of competition, ban for 1-2 years, and lifetime ban, depending on the severity of the case:

      1. Register with a false age or identity to obtain the qualification.

      2. Concealing physical illness.

      3. Changing or blocking the number sticker without permission or failing to wear the number sticker as required.

      4. Not following the prescribed starting order and starting in a non-designated area.

      5. Start earlier.

      6. Not stopping the race after the closing time or entering the track again after exiting the race.

      7. Failure to complete the entire race along the prescribed route, taking shortcuts, interrupting on the way, or taking transportation to participate in the race.

      8. Using foul behaviors such as crowding, pushing, bumping, tripping, etc. during the race.

      9. Passing through the finish line repeatedly to receive completion items.

      10. Passing through the finish line privately to receive completion items before completing the race.

      11. Forging number stickers or using number stickers other than those of this competition to pass through the finish line to receive completion items.

      12. Disobeying the instructions of event staff.

      13. Swearing, interfering with the game, gathering crowds to cause trouble, and fighting during the game.

      14. Uncivilized behavior (such as open defecation, littering, etc.).

      15. Behavior that violates other rules and sports ethics.

       

      11. Insurance

      (1) This competition provides insurance for all participating contestants and staff. The insurance policy is based on the registration information. If the information is incorrect and the insurance cannot be purchased, you will be responsible for the consequences that occur during the competition. Violators who run for substitutes, run for free, resell, or use bib numbers other than those of this event will not be eligible for insurance.

      (2) The organiser provides personal accident insurance for contestants. However, adverse consequences caused by one's own illness or physical problems are not covered by accident insurance; all legal liabilities and consequences arising therefrom shall be borne by the players themselves.

      (3) The organiser will provide free on-site medical assistance to the contestants during the competition. However, during the hospital treatment process, the relevant expenses incurred for non-event-related medical treatment due to personal physical reasons of the contestants shall be borne by the contestants first. Settlement with the hospital, and then negotiate with the insurance company to settle claims according to procedures.

      (4) If a player suffers personal injury or death due to taking stimulants or other prohibited drugs during the competition, all legal liabilities and consequences arising therefrom shall be borne by the player himself, and the organiser will not be held responsible.

       

      12. Protests and Complaints

      In accordance with the latest "Rules of Track and Field Competition" approved by the Chinese Athletics Association, "Administrative Measures for Marathon and Related Sports Events in China", "Organization Standards for Marathon and Related Sports Events in China" and "2023 Harrow Chongqing Long Ducker" Terms enforced.

       

      13. Special instructions

      (一)In the event of force majeure caused by floods, heavy rains, earthquakes, epidemics and other factors that make the competition impossible, the organiser has the right to postpone or cancel the competition;

      (二)Except for sponsors designated by the orgniser, the "2023 Harrow Chongqing Long Ducker Competition Regulations" strictly prohibits any form of commercial promotional materials throughout the course, including but not limited to flags, banners, balloons, models etc. items. Once discovered, the items involved will be confiscated, and those in serious cases will be disqualified;

      (三)The routes, drinking water stations, toilets, etc. of this event are not suitable for roller skating, pets and other special groups. To fully protect your personal safety, the organiser has the right to terminate the qualifications of the above groups.
